A New Digital Dawn

The app and software development sector in Brunei Darussalam is experiencing significant growth, driven by a new generation of tech-savvy entrepreneurs. As Brunei undergoes a digital transformation, several initiatives have been taken to address the evolving technological landscape.
A notable example of this movement is the Brunei Innovation Lab (BIL). Since its official launch in July 2022 as part of the Brunei Digital Economy Masterplan 2025, BIL has become a key hub for nurturing technopreneurs. BIL enables local developers to bring their concepts to market by providing resources and platforms for the development, testing, and commercialisation of new ideas.
During BIL’s second anniversary celebration, Minister of Transport and Infocommunications, Pengiran Dato Seri Setia Shamhary bin Pengiran Dato Paduka Haji Mustapha said innovation will remain the cornerstone of Brunei’s progress.
“Our challenge is not merely to adapt to technological changes but also to lead them. By embracing emerging technologies like artificial intelligence (AI), big data, and the Internet of Things, we can position Brunei Darussalam as a forward- looking nation that is shaping its future.”
Meanwhile, BIL’s role as a catalyst for change was highlighted by Chairperson Haji Mohammad Shahnoel bin Haji Mohammad Noeh.
“What began as a modest initiative has grown into platform where diverse talents collaborate to drive meaningful innovation. This synergy supports our shared goal of building a better Brunei,” he said.
Since its inception, BIL has formed eight strategic partnerships, organised over 80 innovation-related workshops, and supported more than 1,400 participants. This led to the development of 45 new ideas, with 15 startups currently moving towards commercialisation. One of BIL’s latest highlights is the launch of KLIQ, an online digital literacy platform aimed to enhance digital literacy across all age groups in Brunei.
The BIL leadership extended its invitation to potential partners, innovators and technopreneurs to join in shaping Brunei’s future of innovation. “The possibilities are endless. Together, we can drive even greater impact and continue building a vibrant, forward- looking innovation ecosystem for the Sultanate,” said Haji Mohammad Shahnoel.
The progress of app and software development is also evident in the government sector. Launched in 2024, the Startup673 i-Entrepreneur Programme – Ministry of Health (MoH) Edition serves as one of the foundations of this growth. Phase 1 of the programme explored challenges faced by the ministry, sparking discussions among participants on how to effectively overcome these hurdles.
Among the entries submitted was a centralised database app designed to provide health-related training courses. The app has three core features: easy booking, real-time notifications, and automated instant e-certificates and e-licence.
The project came about after the team observed current process of obtaining basic life support training courses. The team hoped the platform could expedite the process and make courses more accessible. The app also helps ensure healthcare professionals stay updated and confident in their skills, without being concerned on licence validity. The team had a strong start, winning first place in the competition. Moving on to the next phase, the team will work on a prototype of the app.
Another notable entry that came in second is a project that aims to provide spare parts for in-house repairs at hospitals. The lack of spare parts is a major problem for engineers and technicians, hindering the fixing process. In Phase 2 of the competition, the team will be creating and testing their minimum viable product.
“The programme – held for the first time – is one of the government’s strategic efforts, in particular the MoH, in mobilising the entrepreneurial ecosystem and creating economic opportunities, especially among i-Ready officers,” said Minister of Health Dato Seri Setia Dr Haji Mohd Isham bin Haji Jaafar at the closing ceremony of the first phase of the Startup673 i-Entrepreneur programme in March 2024.
He added that Brunei Vision 2035 has created a clear pathway for the country to be visionary, competitive and noble, backed by strong and resilient economic development. The trajectory of app and software development in Brunei appears promising, with young tech entrepreneurs at the forefront of this transformation.
Brunei’s tech ecosystem is likely to become even more interconnected as local companies and government bodies increasingly rely on digital solutions. Efforts and initiatives in the app and software development tech sector are expected to gain momentum as the nation heads toward its Vision 2035 goals.
