The National Youth Policy and Strategy 2020

–2035 provides a comprehensive framework

for youth development, guided by four main

goals:

VALUE-DRIVEN

Youth with positive values, purposeful,

visionary and who uphold and practice

the national philosophy of Malay Islamic

Monarchy (MIB).

WORLD CLASS

Youth who have received international

recognition for their achievements in

various areas, such as religion, community,

sports, arts and culture, volunteerism,

entrepreneurship, technology, education

and environment.

FUTURE READY AGENTS OF CHANGE

Youth who are prepared to face the

challenges of the newmillennium, including

the globalisation of the 4

th

Industrial

Revolution, and can contribute to the

achievement of all Brunei Vision 2035 goals

and beyond.

INCLUSIVE NATIONAL DEVELOPMENT

Values and lifestyle that provide fair

opportunities for youth and to inclusively

participate in the development of a

progressive Islamic country, through the

strengthening of Maqasid Al Syariah.

In linewith the YouthVision of “Values-Driven

World-Class Youth, Who Are Future-Ready

Agents of Change for National Development,

Rooted in Inclusivity” and the four goals of

the National Youth Policy and Strategy, the

Ministry of Culture, Youth and Sports (MCYS)

remains firmly committed to nurturing youth

who are value-driven, globally competent,

and ready to contribute meaningfully to

inclusive national development.

The National Youth Policy and Strategy

2020–2035 and its Planof Action 2020–2025

are closely aligned with Brunei Darussalam’s

broader national development frameworks,

includingWawasan Brunei 2035, the Digital

Economy Master Plan 2025, the National

Climate Change Policy, the Manpower and

Employment Council Strategic Plan, and the

Malay Islamic Monarchy Supreme Council

Strategic Plan. Implemented through a

whole-of-nation approach—with the active

involvement of ministries, civil society, the

private sector, and youth organisations—the

First Plan of Action (2020–2025) successfully

translated policy priorities into tangible

and impactful programmes. Building on

this strong foundation, the Second Plan of

Action (2026–2030) adopts amore outcome-

driven and coordinated approach, with

youth initiatives strategically aligned to the

National Youth Policy and Strategy Strategic

Thrusts to ensure greater impact, coherence,

and long-term sustainability in advancing

national youth development.

MCYScontinues to implement comprehensive

programmes encompassing leadership

development, skills training, entrepreneurial

incubation, and micro-grant support. These

initiatives are delivered through key MCYS

agencies, including the Youth Development

Centre (YDC), Outward Bound Brunei

Darussalam (OBBD), the National Service

Programme (PKBN), and Youth Centres

across all four districts under the Youth and

Sports Department.

Strong emphasis is placed on fostering

direct andmeaningful engagement between

policymakers and youth to ensure that youth

voices are not only heard, but translated

into action. Youth participation in policy-

making is strengthened through structured

platforms such as the Youth Dialogue and

Forum, National Youth Congress, Youth

Town Hall, National Youth Survey, and the

Brunei Young Leaders Convention. These

sustained engagements promote open

dialogue on issues affecting youth, deepen

awareness of the Sustainable Development

Goals (SDGs), and strengthen collaboration

with relevant stakeholders. Collectively,

all these build trust, enhance leadership

capacity, and empower young people to

act as agents of change for sustainable

development. Continuous monitoring and

review mechanisms further ensure that

the implementation of the National Youth

Policy and Strategy remains responsive to

the evolving aspirations and needs of youth,

embedding their perspectives into policy

formulation and programme delivery.

In recognition of youth contributions, Brunei

Darussalam has celebrated National Youth

Day annually on August 1 since 2006. The

celebration serves as a national platform

to unite youth, acknowledge exemplary

service and leadership, and showcase the

achievements of Bruneian youth both locally

and internationally. The occasion is officially

graced by His Majesty the Sultan and Yang

Di-Pertuan of Brunei Darussalam, who

presents the National Youth Day Awards in

four categories: the Excellent Youth Award,

Youth Service Award, Young Youth Leaders

Award, and the Excellent Project Award for

Youth.

BBYB Lifestyle exemplifies this very spirit

of celebration and recognition, bringing

together the diverse narratives of our

youth and communities in one meaningful

publication. These stories highlight not only

creativity and innovation, but also a deep

sense of responsibility towards preserving

our values, heritage and identity as a nation.

On this note, I would like to extend my

heartiest congratulations to Brunei Press

on the publication of BBYB Lifestyle. May

this publication continue to inspire, inform

and celebrate the collective efforts of our

communities especially our youth aswemove

forward together towards a sustainable and

prosperous future.

These stories

highlight not only

creativity and

innovation, but also

a deep sense of

responsibility towards

preserving our values,

heritage and identity

as a nation.
