Total E&P Borneo BV

Operating in more than 130 countries, Total is

a leading international oil and gas company

and a major player in low-carbon energy. The

company is committed to supplying affordable

energy through the following values: safety,

respect for each other, pioneer spirit, stand

together and performance minded.

Total has been operating in Brunei for over 25

years. The company has two affiliates: Total

E&P Borneo BV (TEPB) Operator of Block B Joint

Venture and Total E&P Deep Offshore Borneo

BV (TEPDOB) Operator of Block CA1.

The year 2018 was studded with successes for

Total. In the area of health, safety, security and

the environment (HSSE); Total has achieved 19

years with zero lost time injury and recorded zero

accidents. For Block B, Total’s gas production

as per budget and operating efficiency of the

onshore processing plant is above target. The

main plant and offshore campaign were safely

shut down with no logistic delay. The Unitisation

Framework Agreement was signed for Block

B and Block CA1. To extend the exploration

period under the Block CA1 PSA, the Fourth

Amendment Agreement was also signed.

Local Content

Total is continuously focussed on ensuring

alignment of its contractual strategy with local

laws and regulations —more specifically to the

Local Business Development (LBD) Directive

Number 2. TEPB includes LBD clauses in its

contracts to maximise local employment and

ensure suppliers comply with the LBD Directive.

From 2017 to 2018, the contracts awarded to

international companies were reduced from

50 to 31. To ensure potential local suppliers

are not missed, all TEPB bidders, suppliers

and vendors must be registered in Total’s

Supplier Management Database. TEPB also

launched calls for expression of interest for

new contracts. In 2018, Total registered 632

suppliers. Among these suppliers, 56 per cent

are registered in Brunei. Contracts are renewed

under the Basic and Development Quadrants.

Total also supports the I-Usahawan Programme

launched by MEMI in 2018. This programme

supports young Bruneian entrepreneurs to start

and grow their own business and to secure their

first contract (ring fenced) with the government,

government-linked companies (GLC) and

statutory bodies.
